Escambia County Sheriff Chip Simmons said three people were arrested in Florida in separate incidents following Hurricane Isaias, according to a report published Oct. 13, 2026.
Simmons said Dustin Kelley, 30, and Amanda Carr, 29, allegedly approached a woman and asked to charge a phone in her car. After she got out, the pair allegedly drove away with the vehicle. A deputy spotted the car and pursued it; it crashed, with no serious injuries reported.
The sheriff said Kelley was charged with larceny, fleeing or eluding police, and marijuana possession. Carr was charged with larceny.
In a separate incident, Simmons said a deputy intervened after a man allegedly tried to enter a 24-hour store by breaking a window during a power outage. The sheriff’s office identified the suspect as Van Gary Spikes Jr. He was charged with possession of burglary tools, attempted burglary during a state of emergency, and several other offenses, according to the source report.
The charges are allegations. The report said Fox News Digital sought comment from the three named suspects.
