Rep. Delia Ramirez, D-Ill., formally introduced legislation to replace the Department of Homeland Security (DHS) with a proposed Department of Community Safety and abolish Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), according to the source report and Ramirez’s office.
The bill, called the Reimagining Safety Act, would eliminate CBP, including the Border Patrol. It also proposes transferring several existing agencies and responsibilities: the Transportation Security Administration and Coast Guard would move to the Department of Transportation, while the Federal Emergency Management Agency and the Cybersecurity and Infrastructure Security Agency would be placed in the proposed new department. Customs functions would move to Treasury, and some immigration functions to the Justice Department.
The legislation would bar federal funding for border walls beginning in fiscal year 2027 and require the closure of the military detention facility at Guantánamo Bay within 60 days of enactment. Its original cosponsors include Reps. Rashida Tlaib, D-Mich.; Adelita Grijalva, D-Ariz.; and Jim McGovern, D-Mass., according to Ramirez’s office.
DHS Secretary Markwayne Mullin criticized the proposal in a statement to Fox News Digital, arguing that the department’s employees protect Americans. A DHS spokesperson also defended federal law enforcement. Ramirez, by contrast, has argued that DHS should be dismantled and replaced with an agency centered on community safety.
The proposed changes are not in effect. The bill would need to pass Congress and be signed by the president before any of its provisions could take effect.
